To unlock Hex Cheat, edit the file garage.ini in the game directory and change the prices for anything you want.
To unlock more Money, find the file menu.ini in the game's directory and edit the money for the current saved game.
To unlock Cop-mode, go to a new player and type as name “Copland”.
